Frame or table ?

Miss, are we supposed to design the webpage in table or frame ?This is because from our marking scheme, i can see that 10 marks is for the frame designing. At the beginning, we plan to use table but now we changed to frame . I think that changing to frame designing is not as nice as table form . Please give some comment whether we need to design our webpage in table or (must in frame) to gain mark.
